I believe it is actually legal in some circumstances in California to pass between stopped cars. At any rate, I personally would never do it. Yes, it's rude, and other drivers may feel that you are "cheating," but, more importantly, it is a hazard for the motorcyclist.
What if someone were to open a door suddenly to spit out a load of chewing tobacco or whatever? Someone might even open a door deliberately to ruin your day (or, if they are moving, decide to wander closer to the lane edge). It's just not worth the risk.
I believe it is illegal to pass on the shoulder in most areas, even when traffic is stopped due to congestion or an accident.
